Texas High School ELA Question of the Day

Replace the final paragraph with a vivid anecdote about families shivering in dark homes and insist that "no dollar is worth a life," concluding that any added cost is justified because suffering is unacceptable.

Insert comparative evidence from independent reliability assessments showing regions with performance-based capacity incentives saw lower forced-outage rates and fewer blackout hours, while consumer costs rose modestly; define a tech-neutral, penalty-backed qualification standard; cap total capacity charges as a small percentage of the average bill; and rebut cost concerns with data on avoided outage damages and targeted demand-response credits for low-income customers.

Add rhetorical questions and an analogy likening the grid to "a team with benched players," asserting that just as teams need substitutes, markets need paid reserves—thereby making detailed quantitative evidence unnecessary.

Acknowledge that capacity markets might not suit Texas because its grid is unique and propose delaying any reform until an indefinite multi-year study is completed, during which the current design remains unchanged.
